disable heatsink fan?

Hello. I have core2duo 7500, BIOS date is about 2006. There is a small fan inside (or under) the cpu heatsink radiator block. I can't see it and removing the fan, I think, I will have to remove the heatsink. I can unplug the fan and disable it. This is to reduce the noise. Instead I thought I could place couple of bigger fans next to the radiator block.
Can I do this, or is the fan vital to the cpu cooling?
I have a second question. The CoreTemp program is reading each core around 40 celcius, at all range of load percents. I touched the radiator fins and it was cool. Is the heatsink working? Thank you in advance.
