I recently purchaced a power color 7770gpu for my alienware with 240 watt power supply. I heard it was a good upgrade but when I install the graphics card in my computer it wont even cut on my monitor , even the integrated graphics wont work with it installed but if I put my old gt545 back in everything works fine . I sure would like some advice on which way to install this graphics card because I dont think its cutting on at all and yes this is my first graphics card upgrade.

Welcome!

Did you first install the AMD driver required to run the new GPU first?

Does your machine have Windows 7 or 8?

I recently returned the 7770 because it was a defective refurbished one .
I do have another question though do you think a 7790 would work with the 240 watt power supply

AMD say that a 500W PSU is recommended so I don't think you'll have much luck with 240W. 240 is very limited. You'll need to get a 330W for most mid range cards like a GTX 670.
